Dog Without a Leash in Cyprus, What the Court Decision Means for Owners

A recent court decision in Cyprus is an important reminder for all dog owners. A dog owner was convicted after their dog was found walking freely on a public road without a leash.The case was first heard at the Famagusta District Court, and the owner later appealed the decision. The Appeal Court rejected the appeal and confirmed the original conviction.

What the owner argued

The owner claimed that they were at work when the incident happened. Because of this, they argued that they did not know the dog was loose and could not have prevented it.However, the court did not accept this as enough to remove the owner’s responsibility.

What the court decided

The court made it clear that responsibility still lies with the dog owner.Even if the owner is not physically present, they must make sure their dog is properly secured. This means keeping the dog in a safe space, checking that gates are closed, and making sure the dog cannot escape from the place where it is kept.The court also explained that it is the owner who must prove that they had no knowledge of what happened. Since the conditions in which the dog is kept are mainly known to the owner, the responsibility cannot easily shift elsewhere.In this case, the court decided that the owner did not provide enough evidence to remove that responsibility.

Why this matters for dog owners in Cyprus

This decision sends an important message across Cyprus.Dog owners must always make sure their dogs are under control, especially in public areas. Letting a dog roam freely, even by accident, can lead to legal consequences.It is not enough to say that you were not there. Proper care, safe containment, and responsible supervision are all part of responsible dog ownership.A loose dog can also be at risk. It may be hit by a car, become lost, scare people, approach other animals, or cause an accident. Keeping dogs secure protects both the dog and the wider community.

Always use a leash when walking your dog in public.Check your garden, yard, or outdoor area for gaps or escape points.Make sure gates and doors close properly.Do not leave your dog in an unsecured area where it could escape.Ask someone responsible to check on your dog if you are away for many hours.Make sure your dog’s microchip and registration details are fully up to date.
